Quebec has more immigration authority than any other provinces, its own immigration programs, process, and selection criteria. The application process has divided into two steps:

Step 1: when an applicant is selected by Quebec then, you and your accompanying family will receive a Certificate de sélection du Québec (CSQ). This document is issued by the Ministère de l’Immigration, de la Francisation et de l’Intégration du Québec (MIDI) and you can obtain it by applying for one of Quebec’s immigration programs. Upon receiving this certificate, it confirms that you have been selected for immigration and settle in Quebec.

Step 2: After getting the CSQ, you can proceed to make an application and apply to Immigration, Refugees and Citizenship Canada for permanent residence. The Federal process includes to check on medical, security and criminal admissibility which is necessary to become a permanent resident in Canada.
